Which heating system costs least?

It is almost impossible to give a general opinion here - it depends on the requirements made of the heating system and whether it is to be used for cooling, too.

If every heating system is regarded as an independent system, the cost of installing baseboard heating is less than 1% of the overall building costs for a typical house (e.g. with a radiator system) and it forms an even smaller percentage for more expensive houses.
At the same time baseboard heating can save 30% of heating costs per year, which results in a low amortisation period.

Firstly the baseboard system distributes the warmth more efficiently than radiators or convection systems. Secondly you can set the ambient temperature 2° or 3° lower than with radiators, where otherwise you will have problems feeling comfortable (see: When do people feel cosy?). Baseboard heating leads convective and radiant warmth at floor level and prevents drafts which cool the body and avoids expensive layering of the air (warm at ceiling level, cold around the feet).

Individual rooms can be regulated individually (2-pipe or distribution system): baseboard heating is an extremely fast and precise heating system and even in cold rooms you feel comfortable shortly after the system has been switched on (see: What does a veil have to do with baseboard heating?).
